The death penalty remains legal under California law, but executions have effectively remained dormant for years. No execution has
been carried out in the state since 2006, and the executive moratorium imposed in 2019 has kept the punishment in legal
limbo.A notorious organized-crime boss, long considered one of the California FBI's most elusive targets, is now facing a
renewed federal and state investigation. Recently uncovered evidence has strengthened prosecutors' case against him,
while investigators believe that additional evidence could expose the full structure of his criminal organization. The FBI
cannot order California to resume executions, nor can it sentence a prisoner to death. Its role is instead to investigate
federal offenses and support a joint task force working with California and local authorities. Behind closed doors, however,
powerful officials and political operatives are pushing the Governor of California to support a return to executions under
existing state law.The crime boss's associates know that time is running out. If investigators complete the evidentiary picture,
prosecutors could obtain enough evidence
to secure the boss's conviction and potentially pursue the harshest penalty available under California law.In desperation,
the organization launches an operation against a heavily secured FBI facility. Their objective is not simply to "erase the evidence,"
but to destroy several critical physical exhibits and digital records, compromise the chain of custody of key evidence, and create
enough confusion to force the authorities to move their imprisoned leader. The gang's real objective is the prison transfer that
follows. If the transfer can be manipulated, the organization may get one chance to recover its boss before the case
against him becomes irreversible.

Counter-Terrorists:
The terrorists attacked the FBI headquarters and
intended to carry out a “scorched-earth policy” against
evidence that was extremely damaging to their leader: they planned to
use a C4 bomb to destroy the building’s server room or the storage room
filled with crucial paper evidence. If they succeeded—and given that California
has not carried out a genuine execution since 2006—their leader would likely be
forced to transfer to a new prison due to this major security incident; this would
exponentially increase the difficulty of security and anti-escape measures. The
mission would involve clearing the building’s rooftop, preventing the terrorists
from detonating the bomb, and, if possible, attempting to defuse it after they had
planted it.

Terrorists:
You have successfully infiltrated the top floor of the
FBI building: Your mission is to destroy either the server room
on the roof or the storage room filled with paper evidence to create
chaos and trigger a security incident, thereby forcing the California
government and the California FBI to transfer your leader to a different
prison—allowing you to seize the opportunity to stage a prison break:
infiltrate the building, eliminate the Counter-Terrorists, and stop
them from defusing the bomb.
